Proclamation Signing Program
3:30 to 5:00PM on September 29, 2005 at Valley View Mall “Fountain Court” The following Civic Leaders will be present to sign a Joint Proclamation recoginizing October as "Building Character Month". Attending the ceremony will be Nelson Harris, Mayor City of Roanoke; Carl E.Tarpley, Mayor City of Salem; Bradley E. Grose, Mayor Town of Vinton; Terry L. Austin, Chair Botetourt County Board of Supervisors; Lisa Campbell, Chair Craig County Board of Supervisors; Michael W. Altizer, Chair Roanoke County Board of Supervisors; W. Wayne Angel, Chair Franklin County Board of Supervisors. Presiding over the proclamation signing will be Senator John Edwards, Chair Board of Directors Valley Character.
Entertainment for the ceremony is being provided by the Valley Character Art's Committee Task Force. On this occasion we will be featuring the talents of the Woodrow Wilson Middle School Choir and a segment of their Band. There will also be a dance performance featuring "Glorified Differences" under the Artistic Direction of Leda Sapp.

There will be a VIP Room set up with catering and dignitaries will be able to arrive beginning at 3:00PM. Dignitaries participating in the Proclamation Signing will need to park on the lower level next to JC Penney. When arriving they should look for cones marking the designated parking area (there may also be a person manning that area to assist in the parking). There is a main entrance door near JC Penney that leads directly to Fountain Court (fountain court is in the north end of the mall near the customer service desk). Dignitaries should report to the fountain court area upon arriving at the mall and they will be escorted to the VIP Room.
At 3:35 the dignitaries will be escorted to their seats for the start of the Ceremony beginning at 3:40PM. There will be a Welcome and then there will be a performance by the Youth On the Yard Outreach Players: Following the performance, there will be a 5 minute stage set change with the proclamation signing to follow.
The Proclamation Signing should take place between 4:10 and 4:40. Each participating dignitary will be asked to read a paragraph of the Proclamation and offer some comments (limited up to 5 minutes) about the importance of Building Good Character. After completing their comments, they should sign the proclamation and pass it on to the next civic leader.
Following the signing, there will be few selections from the choir and then we will have closing remarks.
